You can request that a Plumber carries out an inspection of your hot water system, however this may form a billable cost including the time on site to assess which they shall be able to issue a "Notice of Non-Compliance" this will bring to your attention the items that are not up to standards, you then chose to ensure your geyser is compliant by paying for the necessary items, after which you shall receive a Compliance certificate.

Plumbers cannot issue Certificates if they have not done work on the premises. When there are repairs, maintenance or replacements of the cylinder; a Certificate shall be issued which will confirm work done and if there are any items still non-compliant (be it due to choice or rational design etc.).

It is to be noted that the Standard calls specifically for PIRB Certificates of Compliance which can only be issued by PIRB licenced plumbers. IOPSA Members do have PIRB licenced plumbers as a requirement of Membership.
I trust this clarifies.
